On what does youtube base their decision whether a flaging is justified?

"The Sock Wars Holiday Special" is a series of videos that aren't part of the main "Sock Wars" series, but that still are strongly related to it. Part one is a video by the youtube user Shmenzol who since he made it had his account flagged to deletion by Ogith the troll.

In it - using screenshots from his own account and my "CommanderKruge" account on Youtube - he asks the justified question on what exactly the youtube staff members responsible for accepting a flagging and/or it's appeal by the flagged user base their decisions on that - as we know by now - can very well lead to the quick deletion of an account, it's friendslist, the subscribers and last but not least the work that might have went into it.

In this case Shmenzol mirrored one of the videos from my Sock Wars series on his account to show his support. Both my original and his mirrored video then were flagged for "violations against the youtube terms of service".

Shmenzol appealed this flagging and got it revoked.

Strangely enough when I then appealed the same flag I got for the video's original the appeal got rejected...

WTF, youtube? Make up your mind, will you? The way it looks your employees are throwing coins to decide whether a flagging is justified or not...
